I don't understand the steps of spices, half spices in mash for 90', other half 10' before end of the boil...."3' befor end of the boil"??

HEAD, I believe the spices and orange peel are meant to be combined together. At that point, you split the total amount in half. Put one half in at 10' and the rest at 3'. Also, I believe it should probably read 13.5 grams of orange peel and not 135. It's not my recipe, but 135 is a little much, so I'm just assuming he forgot a period.
