Please let me know how this turns out with the low IBU but large addition of hops late in the boil.

Just a few comments

I'm surprised you got an O.G. of just 1.050 with 20 lbs. of liquid extract and 2 lbs. of Victory. I would think it'd be higher at the start. I wonder if that's an accurate measurement or calculation of the O.G. Next time use some Dry Malt Extract instead of some of the same weight LME. I would calculate your bitterness for that recipe at 81 IBU instead of 21.7. I don't know why it shows up as 21.7. I would suggest you try 1 oz. Target hops for 60 minutes, the 2 oz. Northern Brewer for 15-30 minutes and the 1 oz. Cascade for 1-5 minutes (about a 65 IBU result for less total hops used). The Cascade will give you good aroma and the whole brew will still end up hoppy. Also would suggest an American yeast style like WLP001 California Ale yeast or Wyeast 1056 for an American IPA. Would love to get your feedback on this once it's done. I would think it's going to end much more hoppy than you first imagined. And I think it's really an Imperial IPA alcohol strength as I think that O.G. number is suspiciously low. But suggest next time use strong(er) AA% hops for the 60 minute boil. Try Chinook, Nugget or Centennial for bittering hops for an American IPA as Target is a British hop. You''l need less hops to achieve the desired bitterness level. Best of luck and keep brewing.

Thank you for revising the recipe. It looks better now with the added hops, although I will still be interested in seeing the end result with so much grain. My IPAs normally have a similar amount of hops (4-5 oz) and 6-7lbs of extract per five gallons.
