Wyeast 1187 Ringwood Ale™
Wyeast 1187 Ringwood Ale™
Notorious Yeast of European origin with unique fermentation and flavor charateristics. Distinct fruit ester and high flocculation provide a malty complex profile, which clears well. Thorough diacetyl rest is recommended after fermentation is complete.

JS Golden Ale

I can't think of a single Aussie beer less than about 25 IBUs, but I like the sound of the recipe. I would suggest though, that maybe you boil you bittering POR hops for 60 mins and introduce a further 10g or so of Amarillo or something similar as a combination of first wort hops and 60min bittering hops in addition to removing the 5min POR aroma hops and replacing them with 15min Northern Brewer and 2min Amarillo ;) Mainly because the sweetness of the all malt beer needs a tad more than 19IBUs bitterness to balance. Just a little tip if you're looking for the James Squire Golden Ale style... which is roughly a 30 IBU beer. Maybe a bit of wheat would be nice ;) Try a tiny bit of crystal wheat malt with about 15-20% straight wheat malt... Mmmm JS Golden Ale.....

Thanks for the suggestions (wombat), your comments are much appreciated. But I've already brewed it and kicked the keg! The hopping rate was definitely higher than listed here because I didn't add the extract until 15min to keep the color light and avoid any caramelization. Several tasters commented that it was lager-like because it was so smooth, yet a distinct fruitiness from the yeast was definitely present. Fermentation was a bit on the warm side (~75F) and remained in the primary for 1 month. Diacetyl seemed to be gone (at least to my palate) by kegging time.

Possible substitute for POR hops?

This is a tough hop to substitute for if you're really trying for a distinct Australian flavor. Best substitute I could come up with is Galena, but I haven't tried this hop myself so it's hard for me to say. I know that Alternative Beverage (ebrew.com) sells POR and they might ship to Canada.
