No fermentation?!?!

What went wrong? Was this supposed to happen? Should I throw it out? What do I do now?

Lager Yeast

I just did an Oktoberfest beer at 70F, I have not tried it yet, but heard from many sources that it will ferment just fine (mine did, just racked to the secondary today). This is what some people call a steam beer when you ferment a lager yeast at ale temps.
