It is a user-definable constant which can be adjusted by opening the preferences panel and going to the "constants" tab. It is listed as "Malt Water Absorbtion."

Development certainly isn't halted. The 10th beta build of 1.5 was just released. I don't know when this is going to be ready for release, but the beta team has been working hard to improve the software and it's come a looooong way since 1.5.1beta.
