Blow off?
Without seeing the bucket I would have to guess that is a blow off tube that would be put in a pail of water during fermentation to allow the co2 produced to escape.

Poor judges
I agree, Don't worry about it. One of the first things I remeber reading in the BJCP study guide was always give positive feedback. If it needs work or may not match the style guidelines make a suggestion, but never slam on somebody's brew. Sounds like you entered an adequate beer, but had inadequat...

Have you looked at the tap-a-draft system? it is shaped like a pig but uses 2 8 gram CO2 bulbs and/or a CO2 bulb with a N2 bulb. These can also be forced or naturally carbonated.

PSI bungs
Are you using the pressure relief bungs or the original style. With the pressure relief bungs you would be safe from overpressure but it still may not be a good idea to overprime. Sugar tablets for bottling small amounts are availabe and that may be the way to go.

I wasn't aware of that but I believe you are correct. I just got an email that said Gary's (the brewer) first batch didn't measure up and hes been let go.
