2 questions--Pumpkin ale and fermataps

They are not related to each other. I do have 2 questions though.

1) I brewed a Pumpkin Ale about 3 weeks ago. Today when I woke up there was a froth on the top of it. I took a reading a week ago, and was at my target FG. I have not taken another to see if maybe it was still fermenting. Is that possible? Any ideas what else it could be?

2) I just purchased a fermatap. The instructions it came with were very vague. They did mention a blow-off tube though. Is one necessary? If so, how and where would I hook it up.

Thanks darted. The only thing I am wondering is, does a blow off tube need to be connected to the vent? Or can the vent just sit there open? It seems to me that that would allow impurities to enter the wort. Am I wrong? Thanks in advance for your help.
