Low Gravity 0.99 for a Bigger Beer

What went wrong? Was this supposed to happen? Should I throw it out? What do I do now?

I am brewing an American Pale Ale with OG supposed to be at 1.061 and FG at 1.014. Mistakenly i forgot to take a reading before i pitched the yeast, and when i went to take a reading before i transfered to the secondary i got a reading of 0.099. Could anyone tell me what is possibly wrong.

Check your hydrometer in some tap water around 60

I needed more beer in the test tube, It tastes fine. I am using a new test tube and i did not fill it enough. I am at 1.012 so i think i am good. I just paniced, this is my first all-grain.
