I've try this weekend the Papazian Recipe "Unspoken Passion Imperial
Stout":
Stout des Bois (Unspoken Passion Imperial Stout reviewed for 5
gallons)
Size: 19.0 L
Kettle: 7.6 L
Original Gravity: 1.072
Terminal Gravity: 1.018
Color: 78.0
Alcohol: 7.07%
Bitterness: 52.14
Ingredients:
2.0 kg Dry Light Extract
1.5 kg Irish Stout kit Muntons Premium
440.0 g Caramel Munich 60L
175.0 g Black Roasted Barley
260 g Black Patent
175.0 g Chocolate Malt
250 g Northern Brewer (5.5%) - added during boil, boiled 60 min
50 g Cascade (8%) - steeped after boil 7 days
3.5 kg Raspberries (frozen) - steeped after boil 7 days
2.0 ea WYeast 1098 British Ale
Its come excellent and really tasty, but my OG are only 1045!!!! I've
expected a less 1070 regarding Beertools...
What happen? Seem that my irish stout kit doesn count in... i'm lost!
Note that I've boild 2 gallon and then complete with water to read 19
l + raspberries = 24 l.
After 36 hours of fermentation, my gravity are now 1025 and it's continue to bubbling.
Any idea?

Dom, this may be a long shot, but here are my ideas. Assuming the volumes were accurately measured I don't see how you could miss the OG by that much for an extract recipe. So I'm wondering at what temperature you measured your OG. For example, you say you measured an OG of 1.045. But, if the temperature of the wort was 75*C when you took the reading the actual OG would be 1.069 after correcting for temperature. If you added the top off water before taking the SG reading it could be that it was not completely mixed into the wort and your sample was diluted.
Check the hydrometer... many times the paper will slip, giving strange readings.
Put it in water (At calibrated temperature), and make sure that it reads zero.
