no sign of fermentation

What went wrong? Was this supposed to happen? Should I throw it out? What do I do now?

This is my 3rd batch from a kit, I tried to make some improvements by reducing the fermentation temp. I live in the tropics and the water temp at the moment is 28-29 degrees c the previous batches of ale fermented at 28-31degrees resulting in not no great taste. This is what I did1.Cleaning the fermenter with bleach then rinsing with hot water
2.placing syrup in fermenter with a chunk of ice.
3.filled with water
4.added dry yeast
5.put airlock on added boilong water
6.placed in old fridge with a timer to bring temp down.
Started brewing yesterday at 5.00pm still no sign of fermentation today at 11.00am
Is it alost case or something I could do?
My previous batches seemed fine.but tasted just OK.

Baz,

When I was using dry yeast I found it took at least 24 hours before fermentation would start, just wait it out OK?

I actually added some more rehydrated yeast the next evening and it started bubling the next morning, and went away for 6 days before I had a chance to see your advice. Just got back today and took an SP reading there doesn't seem to be any change from the initial reading I took.
Why is that?
