Getting better hop utilization

I have 3 gallon pot, so I can't do a full wort boil. I know about extract late methods and texas two-step, but I was wondering if you just boil water in a separate pot and make hop additions as if it was the wort, and then add it back in, is that something you can do, or is there something I'm not thinking of? I just hate fighting boil overs when you add extract at anytime of the boil. I was just wondering because I'm thinking of making a IIPA.
